The Administrative Code identifies those building projects that do not require a permit. Water System Expansion Water Service Questions
Any existing water source—well, tank or other source—MUST be disconnected from the property’s plumbing.
If any water source is found to be reconnected to the property’s plumbing, the North Pole Utility will disconnect the property from the water system. Contamination or damage to the North Pole Utility caused by a customer cross connection with another water source may result in legal action by the City of North Pole against the customer for damages.
You may request to connect your well or other water source to a hose bib that is not connected to your property’s potable plumbing. Groundwater contamination under your property may affect whether you can use the water for non-potable uses.

The Alaska Department of Environmental Conservations (DEC) recommends you connect to piped water because it is the safest water source. However, you are free to refuse piped water if you wish. (See question “Do I have to sign up for piped water?”)

- Point of entry water treatment systems for well water must be serviced, and periodically the granular activated carbon must be removed and replaced. The spent granular activated carbon material is potentially contaminated and must be properly managed and disposed. You will be responsible for coordinating or performing system maintenance and paying for all costs associated with maintenance and water testing.
- If you have a bulk water tank, you will be responsible for both the scheduling and cost of filling it.
- If you have bottled water, you will be responsible for setting up service and paying for it.
You may use your private well if it is not contaminated above the protection levels. For Sulfolane the protection level is currently set at the EPA regional screening level of 20 parts per billion (ppb). This level may be revised in the future to a cleanup level established by the State of Alaska.
DEC recommends you connect to piped water, because it is the safest water source. However, you are free to refuse piped water if you wish.

- You are forfeiting the value of the connection being made at no cost to you, if you decide not to connect.
- DEC's Drinking Water Program requires public water systems to be in compliance with state and federal drinking water regulations. The City of North Pole's public water system is required by the State to regularly test its water to ensure it is free of contaminants. Water quality results are available for review by the public.
- Individual well owners must pay for contaminant testing, and without testing, you cannot be sure about the safety of your well water.
- Access to city water is an advantage when selling the house.
Complete a Utility Account Application Form. These forms will be available at City Hall (125 Snowman Lane in North Pole) and on the City’s webpage at www.northpolealaska.com/utilities/page/sign-water-new-service-area. You will need to return the form to the city offices and present a photo ID such as an AK driver’s license, AK ID, or passport.
Property owners can also sign up to connect their properties to the new water main lines at an Open House at the North Pole Plaza Mall on December 4, 2019, between 3:00 and 8:00 pm. If you pick up the form but complete it later, you’ll need to return it to the city offices and present a photo ID like an AK driver’s license, AK ID, or passport. Some residences were initially provided bottled water as a precautionary measure while the extent of the Sulfolane plume was still being understood. If you are not eligible for connection it is because your property is not impacted by sulfolane, nor expected to be in the future. Representatives from Flint Hills will be contacting you in the future and work with you and discontinuing the service.
A water credit of $2,000 will be loaded on to the utility accounts of all properties in the Water System Expansion area. The $2,000 credit is estimated to cover the water bills for 2-3 years, depending on use. The credit is assigned to the account at the property address and any unused credits would transfer to the next property owner. If you have renters, and the water utility billing will be in their names, the credits will be assigned to the utility account only with your authorization.
Zone 3 and 4 property owners - If you sign up to connect your property to the water system by May 31, 2020, you will get a $500 early sign-up bonus. You will receive the $500 bonus—cash or credit added to your utility account—after all necessary paperwork is completed and City of North Pole processes and mails your check.
Yes. If you live in Zones 1 or 2 and are an eligible property owner, you are still eligible to connect to the water system for free; however, you are no longer eligible for the $500 early sign up bonus. The early sign up bonus for eligible property owners in Zones 1 and 2 expired on May 31, 2019. If you rent a property in the piped water expansion area, you should talk to your landlord about water service. The decision to connect a property to city utility service must be made by the property owner. However, the water utility billing may be either in the owner’s or renter’s name.

- Sulfolane groundwater plume monitoring has been performed since 2009, and monitoring will continue in the future. In the event the sulfolane plume migrates beyond the expanded city water service area, provisions are in place to supply clean alternative water to additional impacted properties if sulfolane in a private drinking water well exceeds a protective level, currently set at the Environmental Protection Agency’s Regional Screening Level of 20 parts per billion

Welcome to the North Pole Water System Expansion. If you are reading this you are probably looking for information about becoming a North Pole Utility (NPU) customer. The NPU is undergoing a major expansion. A legal settlement between the City of North Pole (CONP), State of Alaska (SOA) and Flint Hills Resources (FHR) made the expansion possible. The goal is to provide municipal water service to properties located within the sulfolane plume and a buffer area north of the plume. Construction of the expansion began in spring 2018 by Exclusive Paving.
The project area is divided into four zones. In 2018, the contractor completed installation of water mains in Zones 1 and 2 fall 2018 and completed installation of water mians in Zones 3 and 4 in fall 2019. Maps of the construction zones are available on the CONP website.
